In his first keynote speech on the subject, the Secretary of State will outline his vision for ambitious action on climate change. He will set out the Government’s position ahead of the next round of international negotiations at the UNFCCC meeting in Doha in November 2012, and ask whether 'top-down' and 'bottom-up' approaches to a climate agreement can coexist.
