This paper is part of a series intended to stimulate discussion among governments seeking to better coordinate their positions on the payment of ransoms in cases of maritime piracy emanating from Somalia.

This paper sets out a number of potential options for avoiding ransom payments, and assesses a selection of alternatives to ransom payments.
