New Petroleum Producers Discussion Group

This collaborative project seeks to help emerging oil and gas producers and the advisory groups who guide them to think critically about the various policy options available during the first steps of exploration and development or when restructuring their sector, and select those that would be most effective in a context of low institutional and sector capacity. 

Aims 

  • Enhance the capacity of emerging oil and gas producers to establish context-appropriate rules and institutions to govern their petroleum sector and to engage credibly with international partners.
  • Develop practical guidelines for making effective decisions about the structure and rules of the petroleum sector in an imperfect context. 
  • Promote better coordination of technical advisory programmes, in view of optimising their impact in country.

Discussion Groups

The project hosts an annual two-day New Producers Discussion Group, in collaboration with the following partners: Revenue Watch Institute, the Commonwealth Secretariat, the Natural Resource Charter and Petrad.

The next discussion group will be held at Chatham House on 12-13 May 2014, with the following meetings to be held in Mexico and in Africa. The discussion group includes technical advisory groups, emerging producers and more established producers, as well as non-governmental organizations. The project’s partners and interested participants will hold joint sessions following the discussion group meeting for technical training on specific issues of interest.
