Julia Cournoyer
Research Associate, International Security Programme; Associate Editor, Journal of Cyber Policy
Biography
Julia is a research associate in the International Security programme at Chatham House and associate editor at the Journal of Cyber Policy. Her research primarily covers projects related to nuclear weapons policy, conflict prevention, emerging technology, biosecurity, cybersecurity and outer space security.
In 2023, she was selected as a nuclear scholar with the Centre for Strategic and International Studies Project on Nuclear Issues (CSIS PONI Nuclear Scholars Initiative), and in 2024 was selected as a Ploughshares Nuclear Futures fellow.
Julia formerly interned at NATO, and previously worked as an international strategy consultant for ONHYS, a French technology company developing COVID-19 virus simulation software.
Julia holds an MA in International Security from the Paris School of International Affairs (Sciences Po), and a BSc in International Relations from the London School of Economics and Political Science.
