Is European energy and climate policy on the right track?
The EU-wide Energy Union seeks to transform Europe’s energy security, energy markets and energy/climate policy. But has Europe got it right? Europe follows a predominantly market-based approach to energy, as opposed to the models used by key external providers who, for example, limit foreign participation. Does this present a strategic mismatch? How does market volatility contribute? Is shale – including US gas exports – a red herring, or a route to diversification?
