Since 2014, concerns over vulnerabilities to Moscow’s attempts at inappropriate influence have intensified – all the more so for countries on the front line, bordering Russia, where the military aspect of warfare combines with the non-conventional. Acknowledgement that this is a challenge to be met is near universal, but operational responses can be hamstrung – the need for caution, the necessity to evaluate the consequences of retaliation, compromised Western politicians and the obligation to operate within ‘Western values’ are among the inhibiting factors. Lithuanian Foreign Minister Linas Linkevicius will discuss the domestic and foreign obstacles to deterring Russia.
