Europe’s China Policy and the Benefits of Division

‘Europe must speak to China with one voice.’ The speaker will argue that this widespread assumption exaggerates the downsides of Europe’s divisions, and largely ignores their benefits. EU member states exploit their dual identities to expand engagement with China, attract Chinese investment and secure favourable trade arrangements, while working through EU institutions to build financial cooperation, pursue climate change negotiations, and build cooperation with China on development assistance.
