In 2015, the International Security Department and the International Law Programme at Chatham House initiated a project to examine the challenges of humanitarian engagement with non–state armed groups. This meeting will look at the challenges posed by the regulatory framework of donor states and states of registration of NGOs.
The first part of the meeting will discuss how international law, including sanctions and counterterrorism measures, can impact humanitarian action. The second part will look at how these measures have been implemented in the United Kingdom by government departments, NGOs and the private sector.
