Safeguarding Civil Society Against Authoritarianism: Lessons from Former Soviet States
In recent years, the legitimacy of civil society organizations (CSOs) has repeatedly been challenged by the governments of many former Soviet states who argue that too many CSOs are foreign-funded and self-appointed. Furthermore, many governments invoke transparency and accountability in making a case against CSOs. What is the reasoning behind this charge? And what can CSOs, donors, and donor governments do to counter it? Drawing on a recent report for the Transparency & Accountability Initiative, Hans Gutbrod will summarize some key lessons learned, followed by an hour for discussion.
