The 47th vice president of the United States, Joe Biden, addresses the critical importance of the transatlantic relationship and the future of the rules-based global order.

He outlines how a rule-based world order is struggling to keep pace with global change, and why he thinks globalization is fueling a sense among some that open economies and multilateral agreements are actually a raw deal.

He says even the most vocal defenders of the liberal international order - of which he is one - have to recognize the shortcomings of a system built more than 70 years ago, and that open societies are not self-sustaining but require attention and maintenance.
