Roundtable on implications for the power sector of the 2007 UK Energy White Paper: 'Meeting the Energy Challenge'
Representatives from power sector companies and the Department for Business, Enterprise and Regulatory Reform (DBERR) informally discussed the coherence of the white paper proposals, the use of modelling exercises, the proposed exchange of information about scenarios and "statements of need". The importance of early indications of long term carbon values was underlined, together with the difficulty of obtaining these while EU and possible global Emission Trading systems evolve. As well as the consultation processes of the review, power sector investment will be affected by the progress of the Climate Change Bill and the proposals of the Planning White Paper. Until these processes are complete, conditions for firm decisions on major new plants will not be completely clear.
