Responding to the New Proliferation Dynamics

The convergence of key scientific, technological and other global trends is fostering the emergence of a more complex strategic environment. Among the challenges posed by this evolving landscape is the need to re-examine some of our fundamental assumptions about the nature of the proliferation of chemical, biological, radiological, and nuclear (CBRN) weapons and the means to combat it effectively.
Michael Moodie will explore these trends and their implications and highlight basic questions they raise about proliferation. He will argue for new answers to these questions and new approaches for managing novel proliferation risks on a national and international basis.
