The speaker will argue that during the Bush years the two sides of the Atlantic were united by fear and divided as to the best answer to threats posed. He will consider whether, since the election of Barack Obama, they are coming closer politically or drifting away emotionally, with more collective hope and more individual fear in America, and less collective hope and less individual fear in Europe.
