The Administration of US President Barack Obama has brought new energy to international arms control and non-proliferation negotiations. Dr Paul Cornish will discuss the purpose of these renewed negotiations - the containment of adversarial relationships, or the lasting achievement of a disarmed world? - and will ask where the UK's independent nuclear deterrent and its proposed replacement fit in to the debate.
