The speaker will argue that the EU has failed to fulfil expectations and is increasingly divided when it comes to foreign and defence policy. Furthermore, recent enlargements have made it harder for the EU to forge common foreign policies, and the lack of a common strategic culture has undermined the EU's military ambitions. Grant and Menon will ask what can be done to make the EU more effective.
