In Prague on 5 April 2009, President Obama offered a bold vision of the nuclear future and outlined elements of US nuclear policy. The forthcoming Nuclear Posture Review (NPR) will develop both the vision and policy. The speaker will discuss whether the emerging policy reflects continuity or change and whether, at a time when a US consensus is desperately needed, it will provide a basis for national agreement on the future of deterrence and the purpose, character and cost of transforming the US nuclear stockpile and its supporting infrastructure.
