The 2004-07 'big bang' enlargement has brought about qualitative and quantitative changes in the functioning of the EU. The speaker will argue that, while reaching a consensus has become more difficult as the number of members has almost doubled, the economic strength of the EU now requires it, more than ever, to take a leading role in crucial issues facing Europe and the world.
