Whatever the fate of the Lisbon treaty, the EU has pressing policy issues in its in-tray, including budget reform, enlargement, energy security, climate change, migration flows and Iran's nuclear ambitions. Maurice Fraser will discuss what choices it will have to make and how are the politics likely to play out.
