Sudan faces a very real risk of a return to civil war despite numerous early warning analyses and US mediation efforts. This meeting will launch the forward looking report from the EU Institute of Security Studies, Post-2011 Sudan Scenarios, which sets out scenarios for post-referendum Sudan. The report argues that the separation of Southern Sudan is very likely and will probably lead to violence. It calls for an ambitious initiative at regional and international levels to promote negotiation and dialogue, and calls on the EU to play a more proactive role.
