Following the adoption of the Lisbon Treaty and the subsequent appointment of a new President of the European Council and High Representative of the Union for Foreign Affairs and Security Policy, the speaker will discuss the Common Foreign and Security Policy (CFSP) provisions of the Treaty and the implications for the conduct of national foreign policy.
