The speaker will discuss US policy on the future of international criminal justice mechanisms and his role as War Crimes Ambassador. Ambassador Rapp will explore the successes and failures of the Yugoslav and Rwanda Tribunals and others, and question whether the achievements of these tribunals have raised expectations for the future that will be hard to fufill.
