Sir David Omand will discuss how modern secret intelligence can be the crucial factor in helping government to manage security risks and thus protect the public. He will argue that government needs to reach a new understanding with the public over what is done in their name, including in overseas intelligence liaisons and the use of advanced information and surveillance technology. Sir David will discuss the need for a new balance between public security and the needs of justice, liberty, privacy and civic harmony.
