To mark the launching of HRW's report 'France/Germany/United Kingdom: No Questions Asked: Intelligence Cooperation with Countries that Torture', the speaker will examine the legal and policy implications of relying for counterterrorism purposes on intelligence extracted by torture in third countries.

To enable as open a debate as possible, this event will be held under the Chatham House Rule.
