Enlargement is often considered the EU's most effective external policy. It has provided an umbrella for the peaceful transformation of half the European continent. Today the EU has four new applications for membership and several other countries in Southeast Europe are preparing to join. Yet the EU's interest in enlargement and its wider significance is often misunderstood. These are among the topics the speaker will address in his presentation.
