The Quadrennial Diplomacy and Development Review (QDDR), for which Dr Slaughter served as Executive Director, offers US Secretary of State Hillary Clinton's vision for American foreign policy in the years ahead, particularly her goal of elevating American 'civilian power'. It also provides a sweeping assessment of how the US Department of State and the US Agency for International Development (USAID) can become more efficient, accountable, and effective in a world in which rising powers, growing instability, and technological transformation create new threats, but also new opportunities.
