The speaker will examine the relevance of the OSCE's inclusive approach in meeting contemporary challenges which he will argue increasingly come in the form of transnational threats. He will consider how the OSCE, since its roots in the Cold War-era Helsinki Process, has brought together different sides to engage in dialogue over common interests: East and West, NGOs and governments, ethnic rivals, and parties to conflict.
