Thorbjorn Jagland and Timothy Garton Ash will expand on issues raised in the recent Special Report on Diversity and Freedom in 21st Century Europe. This report, commissioned by the Council of Europe from a group of Eminent Persons chaired by Joschka Fischer, proposes guiding principles for combining rights and responsibilities for minority groups, as well as for the established populations in the Council's member states. It aims to 'minimise compulsion and maximise persuasion' in ensuring internal security and social peace in wider Europe.
