Andrew Monaghan will discuss his new research paper which has been recently published by Chatham House. In this paper, the author argues that analysis which looks for policy divergence between President Medvedev and Prime Minister Putin misunderstands the nature of Russia's political system. Medvedev and Putin are part of a united team and agree on all fundamental political issues. Russia's short- to medium-term future is already here, regardless of who is President in 2013. The key dynamic is not the Tandem, but an administrative crisis which is rendering the bureaucracy ineffective and unresponsive to commands from above. Read the paper here.
