The speaker will outline the latest climate science and what it means for the UK, and will ask whether the window of opportunity for meaningful action on climate change is closing. He will also consider the state of the international climate negotiations, and discuss the UK Government's position ahead of the next UNFCCC conference in Durban.

This is the third keynote speech from the Secretary of State in a three-part series on international climate change; the previous speeches have been on the economics and the geopolitics of climate change.
