Pitfalls of Peace: Negotiating Settlements in Sri Lanka and Afghanistan
This meeting will allow for the presentation of key findings from two reports exploring peace processes in South Asia. Jonathan Goodhand and Bart Klem will discuss their report which evaluated Norway's role as a facilitator of the Sri Lanka peace process between 1997 and 2009. In addition to assessing the impacts of Norwegian engagement on conflict and peace-building dynamics in Sri Lanka, the evaluation relates the Norwegian experience to wider debates on the efficacy and limitations of externally mediated peace processes.
Lisa Schirch will discuss a report written with Afghan colleagues exploring the design of a comprehensive peace process in Afghanistan. The report argues that a comprehensive peace process requires a more deliberate design, and calls attention to Afghan civil society's capacity to support a national peace process.
