The River Nile is a crucial resource in the Horn of Africa, a source of life to millions of people and a cause of both tensions and alliances among regional powers. Recent agricultural and industrial developments and a rapidly growing population have made the Nile waters an increasingly scarce commodity. But while competition and confrontation over the Nile looks likely to grow, opportunities are arising that could create a more constructive interdependence in the region.
