Moving Towards a Multi-party System in Puntland
The semi-autonomous state of Puntland in Somalia will hold elections in early 2013. The adoption of a new constitution in April 2012 paved the way for a democratization of Puntland's politics, and key legislation passed by the parliament of Puntland this year, including the Political Association and Referendum Acts, has been heralded for resulting in the first registration process for political parties in the state's history. However, the extension of the current government's mandate has caused concern for some observers.
Dr Mohamed Hassan Barre will discuss the Puntland Electoral Commission's efforts to lead Puntland's democratization process and to move the state away from a clan-based political system.
