International Law on Cyber Warfare
This event will launch the Tallinn Manual on the International Law Applicable to Cyber Warfare (Cambridge University Press, 2013). Written at the invitation of the NATO Cooperative Cyber Defence Centre of Excellence by an independent international group of experts, the manual examines the international law governing conflict in cyberspace. It focuses on two bodies of international law: the jus ad bellum that governs states' resort to force as an instrument of their national policy, and the jus in bello that regulates the conduct of armed conflict.
The speakers will discuss the manual's objectives, process and points of difficulty and review the manual in the context of evolving doctrine and state practice.
The event will be followed by a reception from 16:30–17:30.
