Over the past decade, the US has spent a total of more than $1 trillion on counterterrorism programmes, while spending levels in Britain have reached over £3 billion annually. 

The speakers will discuss whether these efforts are necessary and proportionate to the threat that terrorism represents, or whether they represent an excessive reaction to rare events which should be reconsidered.
