The ultimate effects of Brexit on the EU are still being shaped by ongoing divorce proceedings with the United Kingdom. But EU members are already addressing the larger question of the principles under which the EU’s evolution should and can move forward: is deeper and faster integration the cure for malaise; or is a multi-speed EU the only realistic response to the distribution of Euro-enthusiasm and scepticism? A deeper set of questions concerns the effectiveness of European democracies: how can they be revitalized to ensure governments better connect with and meet the evolving expectations of electorates?
