This article introduces the special issue of International Affairs, which focuses on two of the leading scholars on the subject of International Relations, Fred Halliday and John Vincent. Despite their different approaches to International Relations, both scholars sought answers to the same question: what possibility, if any, is there for genuine progress in International Relations, and if such progress is possible, then how, and by what means is it likely to be achieved?
