The chapter looks at the reasons why at the time President Obama took office it was a uniquely low point in the post-Cold War US-Russian relationship. The chapter outlines the challenges for the US administration in dealing with Russia and argues that US policy still needs to take greater account of the changed political environment in and around Russia.
