This is a transcript of a speech made by Joseph Nye, University Distinguished Service Professor, Harvard University, at Chatham House on 10 May 2011.

Professor Nye spoke on the two great power shifts he sees occuring: power transition from West to East, and power diffusion from states to non-state actors. He explored what these shifts mean for the West and explained how to formulate 'smart foreign policies' to deal with them.
