This is a transcript of a speech given by the Hon Franklin Miller, Special Assistant to President George W. Bush and Senior Director for Defense Policy and Arms Control on the National Security Council Staff (2001-5). The speaker discussed the decision taken by the UK government in 2006 to replace Trident, and considered the implications of this in light of the new US-Russia treaty and the new US Nuclear Posture Review.
