This a transcript of a speech given on September 5 2011 at Chatham House by The Honourable Michael Chertoff, former US Secretary of Homeland Security (2005-09).

The speaker discussed the security challenges facing the United States and Europe a decade after the terrorist attacks on the World Trade Centre and the Pentagon. He argued that 9/11 revealed that a paradigm shift had taken place in the security environment since the end of the Cold War, and urged that the international community be alert to the emerging threats of homegrown terrorism, transnational terrorist networks and cyberattacks.
