This opening discussion will focus on three fundamentals shaping the future of MENA oil and gas producing countries, at the economic, political and geopolitical level.


  • At the national level, why have various drives to diversify resource-rich MENA economies away from commodity dependence not had the transformative impact that had been promised? What explains the gap between ambition and outcome?
  • At the regional level, in the event of a structural decline in global oil demand, how will competition for market share between MENA producers affect regional stability and the possibility of conflict?
  • At the global level, the energy transition has the potential to increasingly shape US, Russian and Chinese policy towards the MENA region; how can energy producers manage the uncertainty this creates for them?

Session One | Global Energy Economy and Implications of the Energy Transition

Oil and gas producers face a complex and changing set of challenges in the near to medium term, driven by the global energy transition and a changing picture of demand, particularly for oil. This session will focus on how the MENA region’s producers are adjusting to a rapidly changing energy landscape.


  • How fast will the energy transition be, and how deep? Is the hydrocarbons industry underestimating the speed of the transition, compared to forecasters outside the industry?
  • How will the transition towards cleaner energy affect the power and influence of the Middle East’s oil and gas producing countries?
  • What has been the impact of the energy transition on energy investment in the Middle East? Is access to low-cost hydrocarbons still the prevailing factor in capital investment decisions to increase energy supply capacity?
  • How resilient are current oil demand scenarios to an accelerated energy transition or a radical technological breakthrough?
