Over the past 20 years, initiatives to strengthen governance in the forest sector have improved transparency and participation in tropical forest countries. This paper explores the complex relationship between transparency, participation and accountability in the management of natural resources.

Case study 1 of this paper was amended in July 2021 to clarify that after initial contractors failed to deliver a WTS in Ghana, a new contractor was assigned in 2012 and the process was opened up to civil society.
