Marc R. DeVore

Biography
Marc R. DeVore is a Senior Lecturer at the University of St. Andrews’ School of International Relations. He specializes in military innovation and defence industrial matters. In 2023 and 2025, DeVore was seconded to the Foreign Commonwealth and Development Office’s (FCDO) Eastern Research Group, where he advised on the Russo-Ukrainian War. He has also chaired the University of St. Andrews’ Ukraine Working Group since 2022 and is an associate fellow of Ukraine’s Centre for Defence Strategies (CDS). DeVore is a Royal Navy Fellow and co-chairs SANAG, a group of outside experts that advises the Royal Navy. DeVore has appeared before UK Parliament enquiries on Arctic Security and the Russo-Ukrainian War, and contributed written evidence to parliament’s inquiry into the Wagner Group. DeVore’s co-authored book Financing National Defense: Policy and Process was required reading for US Department of Defense comptrollers. DeVore previously held a Jean Monnet Fellowship at the European University Institute and served as an outside advisor to South Korea’s Agency for Defence Development and as National Security Advisor in the Central African Republic.
