UN Peacekeepers: who is accountable for their misdeeds?

There was an outbreak of cholera in Haiti in October 2010, the first case of the disease in the country for 150 years. Since then, thousands have died. There is evidence to suggest that cholera was brought to Haiti by the United Nations, although the organization has strongly rejected this.
