The discussion with former Palestinian Minister of State for Security Affairs Mohammed Dahlan will examine what a credible Gaza recovery plan could look like, who would lead it, how regional and international actors might contribute, and future leadership in Palestine.
Mr Dahlan, 64, is a Palestinian refugee who was born in Gaza and rose through the ranks of Fatah, commanding the Palestinian Authority’s Preventive Security Forces under the late Yasser Arafat. He was elected to parliament in 2006 and was a cabinet minister for security and civil affairs.
No longer a member of the Fatah leadership under President Mahmoud Abbas, he now lives in the United Arab Emirates.
His Gaza roots and long-standing relationships with Palestinian political parties as well as international political and security actors have led some in the region to regard him as a potential point of liaison between Palestinians, Washington and international contributors willing to deliver services, ensure security and maintain relations with Israel.
