Unlike many recent hostilities, the Russian invasion of Ukraine has been accompanied by Vladimir Putin’s official declaration of war – couched, of course, in the language of a ‘special military operation’.
The international response included a call from leading jurists, policy-makers and intellectuals to create a special tribunal to hold top figures in the Putin regime accountable for the crime of aggression.
