Ukraine is known as the ‘breadbasket of Europe’ thanks to its grain exports. On March 31, the Ukrainian parliament passed a landmark law ending a 19-year ban on the sale of privately owned agricultural land. Due to come into force in July 2021, the law applies to 41.5 million hectares of farmland and economists predict substantial economic gains from this liberalization.
How can the government best implement this reform and ensure that small and medium-sized agricultural companies increase their productivity?
