David Livingstone

David is managing director of Napier Meridian and a former Naval Officer, serving, inter alia, as a desk officer in the MOD Directorate of Military Operations for four years in the mid-1990s.

He was a staff officer in COBR and worked on a number of Cabinet Official Committees, being a founder member of the Cabinet Committee on Information Warfare - a predecessor of the current HMG cyber security arrangements - in 1996.

For his MOD work he was made MBE in 1998. He retired from the Services in 1999, and after some beneficial experience in corporate industry, established his own consultancy in 2005 through which he advises government and commercial clients on security policy, with a particular bias on cyber.
