About the author
Duncan Allan is an associate fellow of the Russia and Eurasia Programme at Chatham House and director of Octant Research and Analysis Ltd, an independent consultancy. From 1989 until 2017 he was a member of the UK Foreign and Commonwealth Office’s Research Analysts cadre, working on the countries of the former Soviet Union. While at the Foreign Office, he served at the British embassies in Moscow and Kyiv.
