When European leaders agreed an ambitious package of measures on climate change and energy at the European Council in Brussels in March, a triumphant mood took hold. Emboldened by their success, European Union decision-makers began to focus on two key summits: the EU-United States gathering in April and the German G8 gathering of leading economies in June.
